Systems change

Successful Project LAUNCH projects create broad-based changes to promote positive young child wellness in the target communities as well as in states or tribes and the District of Columbia. To be a springboard for these changes—including new legislation, modifications in policies and procedures, new collaborations, and an improved early childhood workforce—Project LAUNCH grantees conduct a number of planning and systems development activities.

Environmental Scanning

Environmental scanning is an initial step in the strategic planning process. According to the Peter Drucker Foundation for Nonprofit Management, environmental scanning is a process for discovering and documenting facts and trends in the environment that are likely to affect the organization in its future work.

Strategic Planning

While the overall goal of Project LAUNCH is to promote young child wellness, each Project LAUNCH grantee’s approach is shaped by the needs, strengths, and resources in his or her state/tribe and community.

State and Local Linkages

Project LAUNCH provides states, tribes, communities, and the District of Columbia with a unique opportunity to marshal collective resources to address the well-being of young children in one target community and to examine the lessons from that community’s experience to influence future directions for promoting young child wellness in the entire state.

Governance

State-based Project LAUNCH grantees are required to establish young child wellness councils at both the state and local levels. Both tribal and community grantees form similar councils.
