Starting Off Right: Promoting Child Development From Birth in State Early Care and Education Initiatives

This report presents examples of successful strategies used by states to improve early care and education for infants and toddlers, and support for families. It provides a rationale based on child neurological development for providing early learning opportunities and gives specific policy examples and strategies for obtaining funding.
